MuniControl: native payroll, receipts and positions with review and history

October's updates connect native rules, calculation, closure, receipts and budget comparisons. Personnel teams also gain leave, schooling and attendance tools, with clear responsibilities.

MuniControl update covering rules, calculation, review, receipts and position comparisons

A municipal administration needs to prepare information, review it and retain how each result was reached. MuniControl expands that workflow with native payroll and personnel tools, without treating a technical calculation as an authorized payment.

Prepare rules without repeating work

The MuniControl update expands work developed around Junín's personnel and payroll needs. The native salary catalogue retains versions of pay concepts and scales. Each rule can document the agreement, effective dates, units, sources, expression, supporting records and rounding. Preparation and approval belong to different people: the system helps organize the decision and records who took part.

The latest addition allows a native formula to be copied to several agreements through a joint review. Users select the exact rule, destinations and effective dates, then review previous records and changes before applying them to the draft. A missing dependency, an overlap or an incompatible destination stops the whole set. This reduces repetition without making a copy an automatic approval of municipal rules.

From calculation to closure, retaining versions

Native calculation captures sources from native employment contracts and retains inputs, results and their versions. Selection is available by employee record, agreement or department, with a complete detail view. If a submission loses its confirmation, recovery checks the same attempt and avoids repeating an uncertain operation.

The workflow includes confirmation and cancellation per employee, group closure and reopening with a reason. Reopening retains the first closure and allows a new version to be prepared; it does not delete the previous one. Search and pagination help with viewing but do not narrow the group submitted for a decision. A partial closure remains identified as such and does not establish a complete municipal closure.

Receipts and budget comparisons

Native receipts are prepared from closed groups, using the identity, pay concepts and amounts from the original calculation. The workflow allows the full scope to be reviewed by period, types and ranges, retains a copy and requires an independent decision. Employee access is limited to reviewed documents from their authorized contract. The PDF includes the selected set even when the screen is filtered or paginated.

The positions module adds a native annual budgeted staffing source, with proposals, approval and versions. This source can be compared with closed native payroll groups for the selected period. Simple and detailed views, alongside PDF, Excel and CSV, allow the complete set to be reviewed. When a source is missing or units are incompatible, the difference remains unfilled; it is not replaced with a zero that might appear to be a valid result.

Personnel and attendance in context

Native employment contracts have leave and self-service workflows. Schooling records add review by school year, expiry dates and local reading of PDFs or photos with field-by-field review. Extraction helps prepare information; the person remains responsible for checking it.

The attendance view covers the fourteen points in the municipal inventory and distinguishes registered devices from points still awaiting registration. This improves planning and follow-up, but displaying an inventory does not prove that all clocks are connected or turn attendance records into approved overtime.

Published, with institutional acceptance pending

The improvements are integrated in GitHub and published on MuniControl's domain. Their workflows have automated browser and database verification, including mobile and independent review. Identities and operations in those tests are synthetic. Municipal rule approval, reconciliation and operator acceptance remain pending. Receipt signatures, proof of payment and complete physical clock operation require their own checks.

The releases covering native calculation, receipts, position comparisons and formula copying document these advances.

MuniControl includes these workflows in its published version. Institutional use requires approved rules, reconciliation of results and acceptance by the people operating the municipality.
